My husband and I just hiking in the mountains and I bought a bag of 10 degrees. Both times I froze and blame me take his advice, access to the least amount of clothes and then my body heat to get warm. I had some of my own ideas, but many of them, and more are included in the websites below.
If I think I'll be cold, I always get a population ceiling, because that's where you lose your heat. I have at least 1 full thin, John Long, or sweats, T-shirt with long sleeves. I still have a second layer of the bag in for good measure. I think the idea that a minimum of clothing are not sweating, then left cold and not fill the airspace in the bag.
Cover the head with a sleeping bag, if you are cold because the wind a large amount of moisture, is the long-term cool.
